The Australian nursing and midwifery council for the registered nurses is a body of nurses in Australia designed to put laws and rules for nurses to follow during their operations and also gives training to them before and during their operations. It also monitors the nurses’ conduct during their work. Puts the standards for accreditation and also accredits nursing and midwifery courses and providers. It also acts as an assessing authority for the department of immigration and citizenship and carries out an assessment for skills of internationally qualified nurses and midwives who wants a permanent migration to Australia. It was found out in 1996 that the competency standards would be used as a frame work for variety of reasons which may include introduction of important nursing lessons and also conducting tests to nurses during their work (Julie et al. 2007).

The introduction of these competence evaluations on nurses has created a room on which to give nursing lessons and training on nurses, carry out practical tests on the nurses and also a model for provisional development. These standards have been of help to critical care nursing clinicians because they help them in assessing their performance on their work and also knowing the areas to improve on in their work. According to the 2005 draft for nurses and midwives bill which was based on the osteopaths act as the health professional template legislation new legislations were introduced and these are: midwives are recognized separately from nurses thus giving room for the midwives to register directly with the board. Also it states that divisions of register will be removed and replaced by other four categories of registration which are; registered nurse, enrolled nurse, midwife, and nurse practitioner (Julie et al. 2007).

There is also a more flexible approach to the management of complaints which include the separation of health related complaints to be considered by an impairment panel and not through a displinary process as it is has been happening. There is a new different board which is comprised of a lawyer and a consumer. This bard will be undertaking the role of ensuring that all nurses and midwives are aware of each and every new change implemented in the nurses’ draft. This board will ensure all this by carrying out education programs. In our research we are going to base our discussion on the newly developed national competence standards for the midwife and revised national competence standards for the registered nurse(4th Edition) which has been released b y Australian nursing and midwifery council (Julie et al. 2007).


The research on midwifery was carried out by combination of different universities which were represented by the University of Technology Sydney, the University of South Australia, and the Edith Cowan University being led by professor Caroline homer. These standards required that there be a nationally consisted framework to measure the performance of nurses and midwives which had to be approved by the nursing and midwifery regulatory authority in each state and territory .the revised Australian nursing and midwifery council national competence for the registered nurse are organized in the following different fields: job specialization practice, creative thinking and evaluation, giving and ensuring good care, and joint treatment practice (Julie et al. 2007).

Job Specialization practice

This relates to the responsibilities such as legal, professional and ethical which are needed by an individual in order to show that he/she has enough knowledge, is accountable during his/her duties, doing work according to the laid down procedures which affect the nurses when giving health care, also save guarding the rights of the community and also the personal rights.

Creative thinking and evaluation

This is the ability of a nurse or midwife to evaluate him/herself on his work performance and also his growth on work when practicing. By evaluation an individual or a group will be able to put standards on how to manage and conduct his/her work or field of specialization.

Giving and ensuring good care

This is a domain which relates to coordinating, organizing, and also providing of nursing care which will include the assessment of individual or groups, planning, implementing, and evaluating of care.

Collaborative and therapeutic practice

This is a domain which relates to establishing, maintaining, and concluding professional relationships with individual or groups. It also contains other competences relating to understanding of a nurse of his/her contribution to the interdisplinary health care team.

Primary health care

This can be defined as an essential health care which is based on practical, scientifically good and also socially acceptable methods and technology which are accessible to individuals and also families within one community by their participation and at an affordable cost which the communities will afford in maintaining each and every stage of their development. Primary health care is accepted by the member countries of WHO for the reason of getting health for all. Primary health care is a highly effective mode of giving good health care to people all over the world. It concentrates much on prevention medicines, first aid, child birth assistance, giving of medication drugs, ensuring clean environment, good diet, pure water and also health education. Health care workers should be well trained to be able to provide superior health care to almost any where in the word. (Hirnle et al. 2008).

Population health

This can be defined as the health out comes of a group of individuals. This population health focuses on improving the health of the whole population by understanding health and diseases in a community. One way of improving this population health is by reducing the health inequities among population groups. Population health helps individuals concentrate on provision of medicines and ensuring good health to the public which is by looking on things which affect the population’s health.

Implications of a registered nurse /midwife

1. Primary health care

Certified nurse means a person who is trained on nursing and is also trained on midwifery and is working as a nurse. They usually act as providers of health care for women and infants. They give medical care to the health women who have an uncomplicated birth and not in risk. They also carry the duties of assessing, treatment and referrals as it might be required (Taylor et al. 2008).

2. Population health

Registered health nurses /midwives work in the community by visiting people in their homes and giving them advise and education on healthy matters. They visit homes at different times to check the developments of babies and also children. They work under a health centre and take related training after qualifying as a nurse (Taylor et al. 2008).

Many people around the world view health as the absence of diseases in a human body. Some other people like Australians see health as one being able to connect with people and being able to what is going on between them. Health can be defined as the condition where by all the aspects of living within a community are well and also it stresses the importance of surviving in a community in harmony with the environment. In addition, health can also be defined as a positive concept that puts considerable weight on personal and social resources, as well as physical capacities. Registered nurse / midwife should visit many different communities and they explain them on what is health and the people can maintain it (Taylor et al. 2008)

To compare my personal definition of health which is also a positive concept that emphasizes on personal and social resources in addition to physical capacities and the literature which is the state of a body having no diseases we find that the two definitions have no big difference since they have a similarity on physical  capacity ( Taylor et al. 2008).

Having the revised Australian nursing and midwifery council putting the national competence standards for the registered nurses, all nurses and midwives in future will be able to meet these standards and provide quality services to the people. This competence standards will give nurses the opportunity to practice across the full spectrum of maternity care and also be able to provide quality services to the people they serve (Taylor et al. 2008).
