The main function of the intelligence community includes “intelligence activities necessary for the conduct of foreign relations and the protection of the national security of the United States”, whereas the members of American intelligence community comprise the Central Intelligence Agency (CIA), National Reconnaissance Office (NRO), National Security Agency (NSA), Defense Intelligence Agency (DIA), National Geospatial-Intelligence Agency (NGA), Department of Homeland Security (DHS), Federal Bureau of Investigation (FBI), Intelligence of Air Force, Marines, Navy and Army, Department of Treasury and Energy Department. They serve for collecting all information needed by “the president, the National Security Council, the Secretaries of State and Defense and other executive branch officials for the performance of their duties and responsibilities”. Also, there is an abundance of individual agencies, which are controlled by the Office of the Director of National Intelligence. Normally, they work independently from the State Intelligence Community.
Five steps of the intelligence cycle
As a rule, the intelligence cycle of each member of the intelligence community includes five steps: tasking (making new requirements), collecting necessary information, processing it, creating a profound analysis of it. The last step is disseminating intelligence. The exception is the FBI as it uses a six step intelligence cycle: identifying needed information (making new requirements), planning and direction of the process of receiving the necessary data, gathering information, exploitation of it, and finally, analysis of the collected information.
Taking into account both types of the intelligence cycle, it is evident that making requirements is the first and one of the most salient components of each of them. Requirement is “a particular intelligence question that has either been posed of the intelligence-analysis function by the ‘customer’, or has emerged as a strategic requirement within the agency in question”. One of the main iterations of any intelligence cycle comprises of the decision-making. It includes a result of the COA selection, generation of the operations’ concept, refinement of IPB analysis, use of intelligence collection, evolvement of “mission-specific intelligence products and CI measures integrated with the concept of operations to support mission execution”. During the process of execution, all requirements are known to be satisfied by the consumer on an individual basis. As a rule, a specific operational need is a reason for generating new requirements. In order to guarantee success of the whole operation, it is more than necessary to understand uniqueness of each new requirement which can be satisfied only by rapid decision-making and maintenance or generation of tempo. Having analyzed these facts, it is obvious that quick thinking is not only one of the main factors of evolving and perpetuating new requirements but also a prerequisite of satisfying them.
Any requirement is closely connected to a research work; this is the reason why investigation is an inevitable part of one of the most significant ways of evolving a new requirement, and only possessing the database needed, the whole operation may be successful. For the purpose of successful creating and perpetuating of a new requirement, planning and direction of it needs to be taken into consideration. It is obvious that the set of requirements needs to be clear whereas an analyst may use any collection method to achieve his/her goal. In general, in order to make a new requirement, these methods may include a guarantee of a fungal development of all collection guidelines for the most optimal usage of resources and identifying all collection activities necessary for collecting information which usually comprises a number of intelligence disciplines. The redundancy of the task is also necessary for success of a collection method.
Intelligence requirements can be evolved not only by denoting the problem and its statement, but also by identifying the analytical purpose. It always requires a team effort and management coordination. For example, the existence of criminal environment can be quite target-rich.
